What is a registered manager?
A registered manager is the person registered with Ofsted to manage a children's home day to day. They must be suitable, suitably qualified and experienced, and they are accountable for how the home is run.

</figure>The registration is personal. It attaches to the individual for that home, which is why a manager moving to another home in the same organisation is a registration matter rather than an internal transfer.
The role is both leadership and accountability. Ofsted judges the effectiveness of leadership and management as part of its inspection, and the quality of a home is generally inseparable from the quality of its manager.
A home operating without a registered manager is a significant regulatory concern, and prolonged vacancies are among the most common triggers for enforcement action.
What goes wrong in practice
- A vacancy covered informally for an extended period without the regulatory position being addressed.
- A manager registered for one home managing another in practice.
- Qualification requirements assumed to be met without the evidence being held.
- Accountability treated as sitting with the organisation when the registration is personal.
