What is a responsible individual?
A responsible individual is the person nominated by an organisation running a children's home to supervise the management of the home. They are the link between the provider and the registered manager.

</figure>The role is about provider-level oversight rather than daily management. It exists so that a registered manager is supported and held to account by someone in the organisation with the standing to act.
Where a provider runs several homes, the responsible individual's grip across them is what an inspector examines when a pattern of similar issues appears in more than one.
They must be fit for the role and are subject to Ofsted's own assessment. It is not a designation an organisation can simply allocate internally.
What goes wrong in practice
- Treated as a nominal role, with no evidence of actual oversight between inspections.
- Visits and oversight recorded generically rather than saying what was reviewed and what changed.
- One person nominated across more homes than they can realistically oversee.
